Brazil
Sao Paulo Senatus: Three Senatus officers attended a meeting in Sao Paulo in November with representatives from Belo Horizonte Senatus, the Regia of Recife (attached to Salvador Senatus) and the Regiae of Brasilia and Belem. They also discussed a National Youth meeting in Belo Horizonte in 2006 and a national meeting for Spiritual Directors in 2006. A national Peregrinatio Pro Christo is being planned for Rondonio in the Amazonian region. The Senatus is planning to distribute over 100,000 prayer leaflets for the 3 Legion Causes for beatification and will mark the 25th anniversary of the death of the Servant of God Frank Duff during the annual pilgrimage to Aparecida in June. Reports from Councils include visits to homes, the sick, prisoners, women of the streets and transvestites, all being blessed by conversions and returns to the Sacraments. A spiritist family, a Jehovahs Witness and 3 Evangelicals were brought into the Church.
Rio De Janeiro Senatus: During visits to the Amazonian region, 6 praesidia and 2 Curiae were set up. Reports tell of the prevention of 3 suicides with those affected returning to practice of the faith, in one case recitation of the rosary prevented a suicide. Street people are taught manual skills. The statue of Our Lady is brought to a prison where the prisoners are taught catechism and recitation of the rosary. Young people are evangelized through emphasis on prayer, chastity and avoidance of drugs. Two were persuaded against abortions.
Belo Horizonte Senatus: A Peregrinatio Pro Christo project resulted in 5 new praesidia, including a junior one. A street Way of the Cross was held in the city with the Stations represented by different apartments. An 82 year old evangelical returned to the Church after 19 years. In one area street rosaries have an average of 35 participants. Part of the apostolate in the Senatus area involved the provision of information on employment, blood donations, social welfare and access to doctors.
Salvador Senatus: A report from an attached Comitium records caring for abandoned children awaiting adoption and works of service such as haircutting and repair of garments for needy people. Adolescent mothers are guided in the care of their babies, hygiene, civil registration and Baptism. Miraculous medals are distributed at open-air markets, bus stations and adults and children are prepared for Baptism.
Brasilia Regia: A praesidium organizes a monthly senior citizens' group and visited over 2000 sick people. The recitation of the rosary, accompanied by Bible readings brought many graces to the 4000 participants. A meeting for praesidia officers discussed control of work by the praesidium, working in pairs and the carrying out of home to home visitation. In October the Rosary was recited daily in the homes of auxiliary members.
Fortaleza Regia: Four new Comitia and 3 new Curiae were set up. An attached Curia visited 3,500 families and made 250 visits to elderly people in a nine month period.
Belem Regia: A new Comitium was set up in Ananindeua with 12 attached praesidia and 3 Curiae. Reports from attached praesidia and Councils show a great variety of work with many returns to the Church and preparations for all the Sacraments.
Sao Luis Regia: Its annual report showed that home to home visitation is classed as a work of priority. Over 5000 adults, youth and children were prepared for Baptism and 7000 for First Holy Communion.
Argentina
Cordoba Senatus: The Cause of the Servant of God, Frank Duff is being promoted. A talk on his life was held in November and the prayer leaflets are being distributed widely. Two new praesidia and a Curia were set up recently and extension is ongoing.
Buenos Aires Senatus: The new Regia of Capital maintains close contact with the Senatus. The former president, Br. Garcia, has been asked to join the committee promoting the Cause of the Servant of God Alfie Lambe. Junior legionaries from an attached Comitium carry out a mission to youth in a rural area.
Salta Senatus: The new Regia of Tucuman encourages each praesidium to have a junior praesidium attached. Rural legionaries cross rivers and brave scorching sun each week to attend meetings and carry out weekly work. The Regia has an annual Mass for their founder members and those who are unable to be active members because of illness.
Corrientes Regia: The Regia holds periodic meetings for auxiliaries and visits male and female prisons twice weekly. They are making efforts to extend and to solve the problem of reports which cover quite long periods. They plan to form a new Curia in South Corrientes which may help.
Rosario Regia: Reports from attached Curiae show a varied apostolate including having a weekly radio programme, catechesis and recitation of Rosary at wakes and funerals. A Comitium with 15 attached praesidia and 8 Curiae, which includes 3 intermediate and 2 junior Curiae, has a membership of 1200. Catechism classes in a prison resulted in 11 being Baptised and 21 received the Sacrament of Confirmation. A junior praesidium has a Patrician group and operates a book barrow.

Bernardo De Nardo Extension Worker in Mexico

Bernardo De Nardo left Dublin on 1 April for Mexico city. He thanked the Concilium officers and everybody who made his visit to Dublin so pleasant. He spent a short time in Mexico city and went from there to Guadalajara where he attended the Senatus meeting. He described the members as wonderful legionaries who have great devotion to Our Lady but need some direction in Legion government. He was also able to visit a Comitium affiliated to the Senatus. At present he is visiting the Regia of Monterrey and is very impressed with their commitment and their willingness to learn. Some of the Regia officers accompany him; they take notes and ask questions. He attended a meeting of young married couples. They do homes visitation and run a catechism class for children. He said it was a treat to be present at the catechism class and see so many young children there.

Africa
Uganda
Senatus of Uganda: Kampala Schools Curia for secondary school pupils had a reunion with 400 present, while Katigonda had 600 students at their reunion. In addition to the Senatus (English speaking) there are three Luganda speaking Comitia each with in excess of 3000 members. The work covers all the poorest and most marginalised people. At the request of the Concilium they made contact with Sudanese refugees and have begun to set up praesidia among them. There is good concentration of effort among young people and many of them are joining the Legion. His Excellency Cardinal Wamala speaking to legionaries noted the need to be inclusive saying that the older age group also have a very important contribution to make.
Ethiopia
Two legionaries from the Senatus of Uganda visited Ethiopia from 27 October to 15 November 2004 at the request of the Concilium. In Addis Ababa they found a praesidium of 25 with 1 officer, a young girl who is Secretary, the others being elderly women. They have the Tessera in their language - Amharic, but not the Handbook. The visitors travelled 400 kms south to Jimma where they met the Spiritual Directress, a Sister of Mother Teresa's order and 20 members doing good work of visitation and caring for the most needy. They heard that the Legion exists in Tazar, but were unable to travel the 500 kms there due to transport problems. They also met with parish priests and groups of parishioners and university students to interest them in starting the Legion. There is a great love of Our Lady among the Ethiopians, but the lack of the Handbook in Amharic is the cause of poor understanding of the Legion system and a barrier to extending. The Ugandan legionaries continue to correspond with those met and are willing to make a further visit if requested. The Concilium correspondent has received a letter from the Spiritual Directress in Jimma expressing their joy at the visit, and also one from the former Spiritual Directress there, who having been transferred, hopes to set up the Legion in her new area.
Malawi
Blantyre Regia: The Regia continues to make steady progress and is giving serious attention to consolidation of the Legion in the 6 Dioceses in Malawi. Membership is very strong. To promote and develop the junior movement the holding of a Junior Congress is being discussed.
Nigeria
Kaduna Regia: An e mail stated the Secretary was away from base and would forward outstanding minutes in due course. Literature/articles to help in the promotion of the Cause of Frank Duff were requested.
Benin City Regia: The Curia of Auchi was raised to Comitium status and the Bishop, His Lordship Most Rev. Dr. Gabriel Dunia was the chief celebrant at the Mass for the occasion. Another Curia asked 3 praesidia to visit prisons in their area and they plan to start praesidia for prisoners. This Regia has 4 Comitia and another due to be established, 17 Curiae and 20 praesidia with a membership of 18,282. The Curia for higher educated students with 13 praesidia has established 2 new praesidia. One Comitium reported 380 Baptisms, 545 First Holy Communions, 472 Confirmations, 53 lapsed returned to the Church, 14 Muslims converted and 193 recruited into the Legion.
Enugu Regia: As a result of Legion work, 866 people returned to the Church, 459 were converted, 10 senior, 11 junior praesidia and 39 Rosary centers were set up.
Abuja Regia: A Junior Curia reported 121 new members and 5 new praesidia in the course of 16 months.
Ibadan Regia: In the year to September 2004, the 5 Regia officers had a 100% attendance at the Regia meetings while a praesidium reported 90% attendance at its meetings. Twelve members of one Comitium entered the seminary and 2 Mass centres were established, while a Junior Curia organised a workshop on "the Legion and the Internet".
Lagos Regia: The Regia's annual report gives the membership as 25,472 senior and 24,462 junior legionaries with 4,835 Praetorians, 1,198 Adjutorians and 4,906 Auxiliaries. Legionaries who have had traditional weddings, which have not yet been solemnised by the Church, have been asked to step down from the Legion until their situation has been rectified. In one area a Muslim was Baptised 5 days before he died.
Sierra Leone
Freedown Curia: The last letter dated December stated they held a Bi-Annual Congress in October with 100 legionaries from 8 presidia present. The Congress consisted of Mass and 3 talks, followed by discussions.
Liberia
Monrovia Curia: A recent e mail stated that the Acies was planned for 20 March. Three praesidia reported, but the only details given were that they were visiting and people expressed high appreciation of their visits. A letter from a Missionary priest in the interior spoke of the humanitarian work being done and much evangelisation, now that the security situation permits them to travel deeper into the bush. The people have great devotion to the Rosary.
Zambia
Lusaka Regia: All Councils continue to establish praesidia. Visiting cells in police stations is a new apostolate and the psychiatric hospital is visited and Mass arranged for the patients. Door to door visitation features in all reports resulting in many Baptisms and marriage regularisations. Catechumens are recruited.
Kasama Regia: Extension and visitation of praesidia and Councils is carried out with particular attention to remote areas and to the junior Legion. A visit is planned to a Refugee Camp with the aim of setting up a Curia for its 300 legionaries. As a result of Legion work, the Mysteries of Light are now widely known throughout the Regia, while the three Causes continue to be promoted and many are doing novenas to the candidates.
Tanzania
Dar-Es-Salaam Comitium: Visits were made to two of the Dioceses under its caretakership and a further visit by 2 legionaries to one of these is planned. The Imprimatur for the Swahili Handbook has been received. The Acies Ceremonies were due to be preceded by retreats.
Rombo Comitium: Exploratio Dominicalis projects are being organised for the Year of the Eucharist. A Curia of 77 members covering 4 parishes gave its first annual report, while another Curia set up 2 praesidia in a Secondary School. The Golden Jubilee of the Junior Curia was celebrated, commencing with a 3-day retreat and concluding with Mass.
Njombe Comitium: The main works of 4 reporting Curiae were visiting the sick at home and hospital and teaching catechism. Nine lapsed returned to the Church and one couple had their marriages regularised.
Kenya: The Senatus reported that the monthly Rosary at Venerable Edel Quinn's grave is constantly promoted and the Anniversary Mass will be held on 8 May. The Senatus is arranging meetings with Curiae to reorganise the Legion in line with Concilium's guidelines. It is also planning 2 holiday apostolate projects. Six legionaries were ordained to the Deaconate. A large praesidium reported 10 marriages validated, 50 adults Baptised, 345 First Holy Communions and 2194 Confirmations. In Machakos Comitium, home and hospital visitation is undertaken and 45 non-believers were invited to join the Church and 8 marriages were regularised.
THE GIFT OF AN INDULGENCE
during the
'Year of the Eucharist'
is attached to particular acts of worship and veneration
of the Most Blessed Sacrament
The greatest of the miracles and supreme memorial of the Redemption which Our Lord Jesus Christ brought about through his Blood, the Eucharist, as sacrifice and sacrament, faultlessly produces the unity of the Church, sustains her with the power of supernatural grace, bathes her in ineffable joy and provides supernatural assistance to nourish the piety of the faithful and impel them to intensify and indeed to perfect their Christian life.
In consideration of this, moved by concern for the Church and to encourage both public and private devotion to the Most Blessed Sacrament, the Supreme Pontiff John Pail 11 decreed in his Apostolic Letter Mane Nobiscum Domine of 7 October 2004 that a special "Year" be celebrated throughout the Church, to be called the "Year of the Eucharist".
Furthermore, to encourage in the faithful throughout this year a deeper knowledge and more intense love for the ineffable "Mystery of Faith" and for them to obtain an ever greater abundance of spiritual fruit, at an Audience, the Holy Father desired to endow with indulgences certain specific acts of worship and devotion to the Most Blessed Sacrament, as follows:
Members of the faithful prevented by illness or by other just causes from visiting the Most Blessed Sacrament of the Eucharist in a church or chapel, may obtain the Plenary Indulgence in their own home, or wherever the impediment obliges them to be, as long as they are totally free from any desire to relapse into sin, as has been stated, and intend to observe the three habitual conditions as soon as they possibly can, they will make a visit in spirit, should they deeply desire to do so, with faith in the Real Presence of Jesus Christ in the Sacrament of the Altar, and they will recite the "Our Father" and the Creed, and in addition, a pious invocation addressed to Jesus in the Sacrament (for example, "Praise and thanks be at every moment to the Blessed Sacrament").
If they are unable even to do this, they may obtain a Plenary Indulgence if in their hearts they desire to join those who carry out in the usual way the works prescribed by the Indulgence and offer to the Merciful God the infirmities and hardships of their lives with the determination to fulfil the three usual conditions as soon as possible
.
Priests who carry out a pastoral ministry especially parish priests keeping in mind the "Suggestions and Proposals" indicated by the Congregation for Divine Worship and the Discipline of the Sacraments on 15 October 2004, should inform their faithful in the most appropriate way of this beneficial disposition of the Church; such priests should be ready and available to hear their confessions and, on days to be determined as "convenient" for their faithful, should solemnly lead public recitations of prayers to Jesus in the Eucharist.
Finally, in imparting catechesis, let them urge the faithful to give frequent open testimonies of faith and veneration to the Most Blessed Sacrament as is proposed in the General Concession IV of Enchiridion Indulgentiarium. They should also be aware of the other concessions of the same Enchiridion; Adoration and Eucharistic procession; Eucharistic and spiritual Communion; First Mass of newly ordained priests and jubilee celebrations of priestly and episcopal Ordinations.

This Decree comes into force During the "Year of the Eucharist".

Sr. Catherine Murphy, president of Spouse of the Holy Spirit Curia Dublin was elected as Assistant Secretary of the Concilium having been duly proposed and seconded for the office. As there was no other candidate she was declared elected for a period of 3 years.

Holy Father, Pope John Paul II.
His departure, indeed, has helped us to realise even more fully what a unique and inspiring presence he has been in our midst, both in his days of youthful vigour and in his final days of physical frailty. We all feel deep gratitude to God for having given us in this Pope a wonderful Successor to Peter who has truly confirmed his brothers and sisters in the faith.
I am confident, too, that God will continue to provide his Church with enlightened guidance in the future and with the persuasive example we need to live our Christian vocation in a changing and challenging world. We will all certainly be praying for that grace in the coming days.
