Sri Lanka
The Senatus governs 5 Comitia, 4 Curiae and some directly attached praesidia. Evangelising resulted in 29 persons being instructed for Baptism. The Rosary is widely promoted; disadvantaged children are given tuition; a leprosarium is visited and 54 patients spoken to. A praesidium was established in a very disadvantaged area. Home visitation is the main apostolate.
Myanmar (Burma)
Myanmar Senatus reported that their Archbishop is very supportive. He recently attended a Legion retreat and gave a Homily on the Rosary. 198 were present for this happy occasion. The Rosary is promoted. The Spiritual Director gave an Allocutio on the True Devotion to the Blessed Virgin and encouraged the legionaries to undertake the devotion.
India
Pondicherry Senatus:The function to commemorate the newly bestowed distinction of Senatus upon the Legion of Mary Comitium of Pondicherry was celebrated 17 January 2004. The solemnisation commenced in the Cathedral of the Immaculate Conception of Mary with the concelebration of High Mass in the presence of the Most Rev. Dr. Michael Augustin (Archbishop of Pondicherry and Cuddalore) and ten priests from various parishes in Tamil Nadu. The Mass was followed by a procession from the Cathedral to the Petit Seminaire School where the inaugural festivities took place.
Home to home visitation features in all reports and Leprosy rehabilitation centres are visited. Exploratio Dominicalis projects and the evangelisation of villages is also undertaken.
Chennai Senatus:Good work is being done especially on home and hospital visitation with the distribution of miraculous medals and religious objects. People of all religions are met.
Mumbai Regia:250 legionaries under 14 years of age come together to celebrate the spirit of the Theme "Kids for Jesus". They visit the sick and street children and do many challenging works. Regular Sunday extension drives are undertaken and they have resulted in many new praesidia. In the course of visiting Institutions, 165 people were contacted and follow up visits are being paid to them. Praesidia meet many people of other faiths. Campaigns are undertaken to promote the Rosary and Masses for the sick and elderly.
Calcutta Comitium:16 non-christians attended a Talk on the Passion of the Christ, the film and all present prayed together. Home and hospital visitation is carried out by praesidia and many non-Catholics and non-christians are contacted.
Kerala Senatus:This Council has 16 Comitia, 22 Curiae and 30 directly attached praesidia. The main evangelisation is home visitation. Promoting the Rosary resulting in the legionaries leading the prayer in over 1000 Catholic homes and 136 homes of other faiths. 300 homes were consecrated to the Sacred Heart. 20 adults were prepared for Baptism and 2 returned to the Sacraments after 38 years.
Pakistan
Karachi Comitium:There was an attendance of 100 legionaries at the Acies ceremony. Two junior praesidia reported on the apostolate carried out by their members.
Thailand
The Senatus reported that 4 Spiritual Directors attended the March meeting at which 3 Korean praesidia reported. They make contact with non-Catholics and teach catechism. A Mass for the Venerable Edel Quinn was held and a Congress will be held in June with the theme "The attainment of Sanctity according to the Spirit of the Legion based on the Eucharist and the Rosary'.
Vietnam
Saigon Senatus:The Legion is established in 16 of the 24 Dioceses excluding 8 in North Vietnam. There are 28,000 senior and 9774 junior members. The main evangelisation is directed to families. People of other faiths and no faith are met. Invalids are visited in their homes and in hospitals. Catechism is taught and children are prepared for the three Sacraments of Confession, the Eucharist and Confirmation. During 2003, 4368 adults and 2709 children were baptised and 1815 marriages were regularised.
Kazakhstan
The Legion exists in 3 Dioceses and is growing. People of many faiths are contacted. There is a great lack of knowledge about religion. Legionaries prepare the sick for the Sacrament of Confession, teach children catechetics, conduct Sunday prayers, help women with alcoholic husbands and work with groups of Alcoholics Anonymous.
Europe
Italy
Rome Senatus:Reports from all Councils show solid work and good administration. A praesidium of policemen has been established in Sicily. Extension is ongoing and the Senatus aims to start on virgin ground in Umbria, a large province without the Legion.
Milan Regia:Cardinal Tettamanzi was chief celebrant at a Mass for Christian Unity. A praesidium visiting an apartment block teach people to recite the rosary and had a Mass celebrated for their deceased relatives; many who rarely attend Mass were present.
Malta
In 2003 about 4000 contacts were made with tourists. Miraculous medals are given and Catholic enquiry cards to those interested. A number of returns to the Church are recorded and one Protestant was received into the Church. In Gozo there are 54 junior/intermediate praesidia and a seminar for young people had an attendance of 34.
Portugal
Lisbon Senatus:A parish praesidium of 7, among its many works, recites an outdoor rosary in a city square and directs a meditated rosary during the parish pilgrimage to Fatima which takes place on the first Sunday of every month with an average attendance of 50. Most Councils are engaged in extension. The Curia of Funchal, Madeira is being raised to Comitium status to govern the other 2 Curiae on the island.
Spain
Madrid Senatus:Street rescue continues and during the year 9 priests met contacts in the Legion house. Many have given up the life with the help of the legionaries. The Curia in the Canary Islands is very active, their apostolate includes street contact, book barrow, helping drug addicts and working with Alcoholics Anonymous. Taxi drivers, single mothers and street traders are contacted and prisoners and their families are visited. A Korean praesidium works among their own community.
Bilbao Senatus:Many of the works are those of "consolation", a praesidium actually asked for ideas for heroic work. A praesidium of young adults had 18 youth at a meeting from which they formed a junior praesidium. Other reports cover visitation of gypsies, prisoners and immigrants, they also contact pilgrims on their way to Compostela.
It was recommended at the Concilium meeting that legionaries should study the Handbook for suggestions regarding heroic work and that after looking at the needs of their area they would be able to agree on undertaking a difficult and demanding work.
Barcelona Senatus:Three Curiae and 3 praesidia reported. At a meeting of Spiritual Directors concern was expressed for the future of the Legion in the Senatus area if the young or middle aged are not recruited. A Curia of 7 praesidia visit 14 nursing homes.
Cyprus
The 2 praesidia in Cyprus have a very large membership, attendances fluctuate between 20 and 30. Home visitation, promotion of the rosary and works of service are undertaken. Legionaries from Limassol travelled to Larnaca to visit a home for the elderly; it was much appreciated.
Greece
Athens Curia is engaged in contacting refugees and maintaining a friendship with them by telephone and letter. Some are being instructed in the Faith.
Africa
Cameroon
Senatus of Douala:Reports from Curiae reveal good apostolic work in the visitation of homes, hospitals and orphanages. Catholics and non-Catholics are contacted; at least one conversion is recorded in every report. One Patricians group had 25 in attendance. Three Curiae were preparing to organise Congresses. The Pro Regia of Yaounde is preparing a Congress for both French and English speaking legionaries. The Senatus has appointed a correspondent with the Legion of Mary in Chad. A letter and an annual report were received from there in February, but no details were given of work in progress.
Guinea Equatorial
Malabo Curia governs a small number of Spanish speaking praesidia. The legionaries continue their apostolate of visiting homes.
Benin
Cotonou Regia:Four praesidia, with a total of 53 active members contacted Catholics, Protestants and Muslims in the course of home and hospital visitation; 51 catechumens were recruited and 35 lapsed returned to Mass and the Sacraments. All praesidia teach catechism. Monthly Patricians meetings took place. Some new praesidia were established, including an English language one in Cotonou city. Junior members were encouraged to recruit those of their own age group during 2004 and all members were asked to concentrate on recruiting those under 21 years. It is understood that Jubilee celebrations took place in Ouidah in January 2004. Further information is awaited.
Congo
Brazzaville Regia:Affiliated Councils report many new members. The number of praesidia in Curiae ranges from 2 to 18. There is 1 Junior Curia, and most Curiae have only 1 junior praesidium. Excellent apostolic work is carried out with great enthusiasm and concern. Visitation of homes, hospitals, orphanages, community centres and prisons bring the members into contact with all religious denominations and sects. Numbers of lapsed have been brought back to Mass and the Sacraments. Catechism is taught to large numbers in preparation for the Sacraments. The needs, physical and spiritual of the sick and housebound are attended to. Retreats were organised in different areas. Seminars at Regia and Council level dealt with such topics as "The duties of officers in the Legion of Mary" and "The evils which undermine praesidia".
Ivory Coast
Abidjan Regia:Seven praesidia, with 209 active members contacted about 14,000 people in the course of visits to homes, hospitals and children's centres. About 56% of these comprised Catholics, Protestants and Muslims. The remainder were Christian and non-Christian sects. Catechumens were recruited. Sacraments of reconciliation and Holy Communion were organised for the sick; bereaved were consoled; marriages were regularised and displaced people were helped. Legionaries take an active part in Church activities, helping with the care of the Church and grotto and stewarding during Masses. The socio-political situation is blamed for the high rate of absenteeism from praesidia and Curia meetings. A high rate of illiteracy in village areas makes it difficult to find suitable officers and to divide very large praesidia.
Burkina Faso
Ouagadougou Comitium:Recent minutes contained reports of 3 Dioceses where the Legion appears to be doing good work, visiting homes including those of Muslims and Protestants. Among results reported was that of four Christians who had gone over to Islam and were brought back. There is just 1 junior praesidium in Ouagadougou. It has survived despite fluctuations in membership.

Commemoration Ceremony
A concelebrated Mass to commemorate the 60th anniversary of the death of the Venerable Edel Quinn took place in St. Francis Xavier's Church, Upper Gardner Street, Dublin on May 15. 2004.
The principal celebrant was H.E. Archbishop Giuseppe Lazzarotto, Apostolic Nuncio to Ireland. He gave an inspiring homily on the spirit of the Venerable Edel Quinn and her great love of the Eucharist. About 500 people attended the ceremony.
Visitors to the Concilium
A very warm welcome was extended to Raymond Frost, president and David Marten, Vice-president of the new Senatus of San Francisco, U.S.A. established on 11th March 2004 Both expressed their joy at being present at the Concilium meeting for the first time. All the Councils attached to the Senatus were represented at its first meeting and Seattle Comitium has since graciously agreed to be affiliated to the Senatus. The visitors expressed their gratitude to the Concilium officers for the advice and help they received during their visit.
Sile Ni Chochláin, president of the Concilium thanked both officers for coming to Dublin and for the goodwill and co-operation shown by their Council in accepting the challenge presented to them when they were approached by the Concilium to take on the added responsibility of governing so many extra Councils in Western America.
New Archbishop of Dublin
A congratulary letter was sent by the Concilium to His Grace the most Reverend Diarmuid Martin, D.D. on his elevation as Archbishop of Dublin and he was assured of the loyalty, co-operation and prayers of the Legionaries.
New Spiritual Director of the Concilium
Rev. Fr. Bede McGregor, O.P. has been appointed by the Conference of Irish Bishops as Spiritual Director of the Concilium in succession to Rev. Fr. Joseph Moran, O.P. who has retired due to ill health. The Concilium is sincerely grateful to Fr. Moran for his truly dedicated service to it since 1985 and he is wished every blessing and happiness in the future.
Rev. Canon Healy was graciously thanked for acting as Spiritual Director of the Concilium while the office was vacant.
Elections of Officers of the Concilium
1. An election was held at the May meeting of the Concilium to fill the vacancy for Concilium Secretary, which arose on the completion of his second term in office of Tommy McCabe. Three candidates were proposed and seconded for the office and after 3 ballots were carried out in accordance with the Legion's Constitution, Enda Dunleavy was declared elected as Secretary for a term of 3 years.
Sile Ni Chochláin, president of the Concilium paid a warm tribute to Tommy McCabe for his excellent service to the Concilium during his two terms in office.
2. Janet Lowthe, who had completed one term in office as Assistant Treasurer, was duly proposed and seconded for election to this post. She was the only candidate and was declared elected for a second term of 3 years.
3. Paul McKee who had completed one term in office as Assistant Secretary was duly proposed and seconded for election to this post. He was the only candidate and was declared elected for a second term of 3 years.
Causes of the Venerable Edel Quinn and
the
Servants of God, Frank Duff and Alphonsus Lambe
For the purpose of widely distributing the prayers for the three Causes, it was suggested at the Concilium meeting that in very large countries, one of the major Legion Council might accept the responsibility of printing a large supply of the prayers for the use of all the legionaries in the area.
